General Background
The Office of the United Nations High Commissioner for Refugees was established on December 14, 1950 by the United Nations General Assembly. The agency is mandated to provide protection (including assistance) and seek durable solutions for millions of refugees around the world. In the People’s Republic of China, UNHCR registers and conducts refugee status determination for those seeking asylum, working to help refugees find solutions to their situations. UNHCR is involved with ensuring support for the protection of refugees and works with Government authorities to build domestic capacity. In addition, it has a specific mandate for the prevention and addressing situations of statelessness.
Operational Context
The Senior External Relations Assistant will be supervised by the Associate External Relations Officer who defines work objectives and provides regular advice and guidance. The incumbent also receives advice and operational support from the Senior External Relations Officer to support work to the External Relations Unit. Under the supervision and support of the Associate External Relations Officer, the Senior External Relations Assistant will draft routine meeting notes, project-related documents required by China Aid stakeholders, design and provide input to PowerPoint presentations, translate and proofread translation of project documents from English into Chinese and vice versa, provide quality review of routine project reporting documents, including but not limited to narrative, financial and other reports, and lead on the management of External Relations Unit’s filing system.
Recruitment as a UNHCR staff is subject to proof of vaccination against Covid-19.
Responsibility
Draft briefing notes, press releases, bulletins, reports, newsletters and prepare any other public information material, as required.
Facilitate and accompany visits of foreign delegations, partner NGOs, donors and the media to refugee camps.
Draft and translate routine correspondence and texts.
Assist with developing and implementing UNHCR’s social media strategy – conceptualize and pitch stories for UNHCR’s global website.
Ensure that public information materials including fact sheets, information brochures, briefing materials from the Branch Office, etc. are available.
Organize visibility events (e.g. World Refugee Day) and liaise with partners, refugees and local communities on implementation.
May be required to assist in compilation of weekly, monthly, annual/quarterly thematic reports, situations reports etc.
Review media daily and ensure the office is kept informed of local developments.
Provide information on UNHCR’s activities to external partners.
Respond to non-complex media queries and incoming correspondence.
Perform other related duties as required.
Essential Minimum Qualifications and Professional Experience Required
2 years relevant experience with High School Diploma; or 1 year relevant work experience with Bachelor or equivalent or higher.
Certificates and/or Licenses:International Relations, Journalism, Political Science,Communication, Media.
Desirable: Previous experience in UN/UNHCR. Completion of UNHCR learning programmes or specific training relevant to functions of position. Knowledge of another relevant UN language. HQ and Field experience with UNHCR or with other humanitarian organizations.
Fluency in English and working knowledge of another relevant UN language or local language.
